Mr. Snyder is the first executive director of The Cyber EF and assumed this role in April 2026. In this capacity, he oversees all stakeholder engagement to ensure future growth for the CMMC Ecosystem, the Secured Controls Framework (SCF) ecosystem, and other future customer bases.

Previously, Mike served as the acting executive director of the Cybersecurity Assessor and Instructor Certification Organization (CAICO). He is a dedicate information security professional with over 25 years of experience in implementations, assessments, and training within both the government and private sectors. Mike has developed, implemented, and managed information security strategies and programs within both the private and government sectors, ranging in size from small to corporate organizations. Mike is known for his work and commitment to the Cybersecurity Maturity Model Certification (CMMC) program, as well as his vast experience with Defense Industrial Base (DIB) contractors.

Mike holds a Master’s Degree in Information Security Management from Trident University. He holds numerous cybersecurity and IT certifications, including Certified Information Security Manager (CISM), CMMC-LCCA, CMMC-PI, multiple Microsoft technical certifications, and the prestigious Bronze Oder of Mercury.

JULIE KEETON BRACKER is a founding partner of Bracker & Marcus LLC, a boutique law firm focusing exclusively on False Claims Act qui tam litigation. Based in Atlanta, with attorneys in Washington, D.C., Chattanooga, and Kansas City, Missouri, the firm handles FCA cases nationwide, and was named the nation’s third most prolific qui tam practice by Lex Machina in 2019. Ms. Bracker has had the privilege of arguing before the Sixth, Ninth, and Eleventh Circuit Courts of Appeals and appearing before the Supreme Court of the United States on FCA matters. Representative cases range from an $84.5 million settlement with a Detroit-area hospital for kickback allegations, to a $1.5 million settlement and full repairs with a defense contractor whose defective products were creating a danger to the military.

Since 2021, Ms. Bracker has been at the forefront of using the False Claims Act to combat cybersecurity violations, currently representing Relators in more than fifty cyberfraud cases nationwide and having served as Relator’s counsel in the Georgia Tech and Penn State settlements. Ms. Bracker is a member of the Anti-Fraud Coalition, the FBA’s Qui Tam Section, and the National Employment Lawyer’s Association and its Georgia affiliate, where she served on the Board from 2013-2015 and as its president in 2014.

Sara McLean is a False Claims Act and Qui Tam Defense partner at Akin Gump Strauss Hauer & Feld LLP, where she leverages decades of Department of Justice experience to provide compliance counseling and representation to clients facing False Claims Act and other civil fraud issues, investigations, and litigation. Before joining Akin in November 2025, she was an Assistant Director in DOJ’s Civil Fraud Section for sixteen years, leading nationwide DOJ FCA enforcement, and, prior to that, she served for ten years as a Civil Fraud Section trial attorney handling FCA cases.  She handled and supervised all aspects of FCA investigations, settlements, and litigation, in procurement and other matters.  Among other responsibilities, she led the implementation of DOJ’s Civil Cyber-Fraud Initiative, she trained DOJ attorneys on settlement, and she had responsibility for DOJ’s model FCA settlement agreements. 

Ms. Stacy Bostjanick is the Vice President for Government Services at Cybersec Investment, where she leads the development of the government services division and advances cybersecurity across the U.S. Industrial Base. A 37-year Civil Service veteran and former Senior Executive Service member, she previously served as Chief Defense Industrial Base Cybersecurity and Deputy CIO for Cybersecurity, overseeing the implementation of the Cybersecurity Maturity Model Certification (CMMC) program and guiding it through federal rule making. 

She collaborated with key federal partners, led outreach to educate Defense Industrial Base companies, and ensured the Defense Acquisition workforce was prepared to execute cybersecurity requirements. Her earlier roles include Director of SCRM for OCISO(A&S), Head of DIA’s Contracting Activity, Senior Contracting Officer for the Missile Defense Agency managing over $5 billion in missile defense contracts, and Deputy Procurement Executive for the Office of the Director of National Intelligence. Her awards include the Naval Meritorious Civilian Service Award, the David Packard Excellence in Acquisition Award, and the National Intelligence Meritorious Citation. 

Ryan Bonner is the CEO of DEFCERT, a consulting firm dedicated to successful outcomes for defense contractors pursuing CMMC certification. Ryan is specifically focused on accelerating certification by reducing private companies' assessment scope through a better understanding of Controlled Unclassified Information (CUI).

Rick Rosenberry is a senior insurance and risk management consultant at UKON, a cyber insurance wholesale broker. Since 2020, Rick has specialized in the complexities of CMMC and the DFARS 70 series, helping contractors navigate the intersection of regulatory compliance and financial protection. UKON has developed a specialized cyber insurance program tailored specifically for the Defense Industrial Base (DIB). As a wholesale provider, UKON ensures this program remains accessible to organizations through their existing local independent agents. Rick has presented for the American Bar Association’s Government Contracts Section and various other GovCon events.

Kevin Mann is a seasoned technology and cybersecurity leader with nearly 30 years of experience and a deep focus on the Department of Defense ecosystem. He is the founder and CEO of Resilient IT, an Authorized C3PAO whose MSP has achieved CMMC Level 2 certification. Kevin is a Certified CMMC Assessor (CCA, Lead) and ISACA Certified Information Systems Auditor (CISA), combining hands-on technical expertise with a rigorous understanding of governance, risk, and compliance.

Since entering the industry in 1995 as a help desk technician, Kevin has progressed through roles as consultant, advisor, and business owner, consistently helping organizations mature their security posture and meet demanding federal requirements. He is particularly adept at guiding leadership teams through the organizational and cultural changes required for CMMC, translating complex requirements into practical, business-aligned action.

Will Bracker specializes in privacy, cybersecurity, and AI law, Will works closely with his clients to advise on their compliance programs including policies, processes, training, incident response preparation, and risk assessments. He also handles daily legal counseling on a variety of privacy and cybersecurity issues. Prior to entering the practice of law, he worked in all areas of the software development lifecycle for more than two decades. Will holds a BSM from Georgia Tech and a JD from Georgia State. He is a past Chair of the Privacy and Technology Section of the Georgia Bar and is an adjunct professor at Georgia State University College of Law, where he teaches Privacy Law, Cybersecurity Law, and Mass Media and Communications Law.

Tobias Musser is the founder and Co-CEO of MNS Group, a CMMC L2 Certified MSP/MSSP that equips defense and government contractors with cybersecurity and compliance solutions that allow them to win contracts. MNS Group is one of the early, leading authorized CMMC Third-Party Assessment Organizations (C3PAO) and provides CMMC Level 2 Assessments to members of the Defense Industrial Base and supply chain. Toby resides in Harford County, Maryland with his wife and Co-CEO business partner, Laura, and their family. For more than 25 years, Mr. Musser has served as a business leader in technology and security with in-depth experience implementing the vision, practice management, process, and compliance for medium and small businesses. His extensive background includes providing risk assessments of information systems for defense contractors and commercial clients across multiple industries.

Scott Singer is a seasoned cybersecurity executive with more than 30 years of experience leading organizations in highly regulated and complex environments. As President of ControlCase Federal, he is responsible for building and scaling the federal division, driving strategic growth, and delivering cybersecurity and compliance solutions to organizations across the defense industrial base.

Prior to the acquisition of CyberNINES by ControlCase, Scott was Co-founder and Chief Executive Officer, where he led the company’s growth into one of the nation’s first authorized CMMC Third-Party Assessment Organizations (C3PAOs). He has extensive experience with frameworks including NIST SP 800-171, and NIST SP 800-53, along with FAR, and DFARS contracting expertise, and has personally led multiple CMMC Level 2 assessments.

Scott is a recognized leader in the cybersecurity compliance ecosystem and currently serves as Chair of the Cyber AB’s C3PAO Advisory Council. Earlier in his career, he served as Chief Information Officer at PaR Systems and held leadership roles at Medtronic. A retired U.S. Navy Captain, he brings a mission-driven focus to protecting critical systems and supporting national security.

Kevin Hancock has over 20 years’ experience in secure collaboration with distributed teams and partners in highly regulated markets, leading Sales Engineering, Customer Success, and Professional Services teams across a broad technology spectrum. This has included Agile Development and DevOps tools and practices; Zero Trust Networking; and Identity and Access Management. Focusing on driving adoption, managing change, and helping customers learn, Kevin joined Exostar in May 2021 and is now Sr. Director of Solutions Consulting and Customer Success.
